How to Procure CENOMAR in India


Solemnizing marriage was no less than a bumpy road for Sakshi Manral, the Indian native. She decided to get married with Rafel, the Filipino. But she had to migrate to Philippines afterwards. She was caught up in dilemma because the country where she was going to shift demands bachelorhood certificate. How did she procure it in India, let’s comprehend underneath in her own narration:

The complications which I faced in migration were a nightmare. So, I am providing all the necessary information, documents and procedure which procured me this certificate in India. I have made few different attempts under different headings to simplify the pan procedure.

What I did not know about marriage and visa?
Tying a knot with the spouse of foreign is grouped under ‘The Special Marriage Act, 1954’.

The Special Marriage Act, 1954 States: The bride and the groom must spend 30 days in India. However, most of Indians also are unaware of it. What you have to do afterwards is below:
  • Arrive in India
  • Visit the registrar office of visa within 2 days.
  • Apply for visa. The registrar will sanction only 2 months visa. For extending it further, you have to re-visit the office before the expiry of it.

As my husband was a Filipino, he was asked to submit these documents for Certificate of No Marriage:
  • NSO birth certificate
  • NBI clearance certificate from NSO attested by Department of Foreign Affair
  • CENOMAR from NSO attested by Department of Foreign Affair
  • Affidavit from Notary and attested by Department of Foreign Affair
  • Passport
  • School Certificate 
The documents that I as an Indian girl had submitted are:
  • Passport
  • Aadhar Card/Ration Card/Voter Id/PAN card
  • Driving Licence (optional)
  • Senior Secondary Examination certificate
  • Single status certificate 

The procedure after filling the form:
  • After submission, my spouse and I were asked to present 3 witnesses. We had collected all the information about it. Our 3 Indian friends got ready to be witnesses. You will also need them. So, be ready for it.
  • The certificate will not be promptly issued. Following the guidelines in the Act, it waits for 30 days. This it does for eliminating any chance of objection in the marriage.
  • After 30 days, you have to re-visit the office. Witnesses should also accompany you. The registrar will complete the legal formality of signing documents. 

The procedure will not end here. You have to report your marriage at the embassy of Philippines. What documents it will ask for registration, here is the rundown of those:
  • 5 forms (attested by both spouses)
  • Marriage certificate
  • Photocopy of passport (of both spouses)
  • Singlehood certificate and husband’s affidavit for proving bachelorhood
  • 5 passport size photos (coloured)
  • Witnesses ID proof
  • Fee

How to Get Single Status Certificate Early?

Staying outside the country is tougher than that of getting aboard a flight to abroad. A non-resident of India flies offshore with hundreds of dreams in his/her eyes. Lavished life, standard lifestyle and advanced people in the surrounding are few dreams which he/she chases. This is the reason why most of the youngsters prefer to stay there for life long. Meanwhile, they establish marital relationship with foreigners. But solemnizing marriage in foreign country is not a bed of roses.



Single Status Certificate
Single Status Certificate is also known as Certificate of No Impediment to Marriage. It clears all the obstacles that an NRI faces in the way of marriage in foreign land. It is a licence or legal proof of an individual declaring his/her single status. The individual can be unmarried or single after divorce. It is issued on non-judicial stamp paper and then, attested by the first class magistrate.

The countries, abided by the ‘Haque Convention’, require ‘Apostle Attestation’. It is attested by the ‘Ministry of External Affair’ there. Duly filled form of single status.

  1. Photocopy of the first and last page of passport
  2. Photocopy of valid employment Visa page
  3. Notarized affidavit of parents living in India
  4. IC copy
  5. Duly attested ‘Unmarried Certificate’ from Executive Magistrate and Ministry of external affair
  6. Dully attested ‘Death Certificate’ of parent(s), if deceased.
  7. Photographs of the applicant
Processing Is Time Consuming
There are few agencies or volunteers that provide NRIs documentation work in India. But eventually, the processing of this certificate takes three to fifteen days’ time. There are certain factors over which its processing relies, such as:
  1. The city in which this application is submitted.
  2. The country that issued passport
  3. The status of Visa
  4. Authentication
  5. Completion of the ‘Single Certificate’ form
The greatest barrier that causes delay in this certificate’s issuance is its incompletion. Sometimes, the details filled in it are found unauthentic. Thereby, such forms face rejection. In order to get it as soon as possible, the applicant should intensively check out the details before and after filling the form.  It is mandatory to comply with the rules of the constitution.
