The unregistered birth can put hurdles in future. The
individual can’t take admission in the school and college. The bank rejects
opening an account without evidence of the birth. The UIDAI authority
straightly denies issuing Aadhar card. He/she
can’t emigrate as the competent authority does not issue passport or visa.
All in all, it is a must to have birth certificate. The
birth is registered within one year. But some people fall prey to ignorance and
do not get it registered. And a few accidently lose or misplace their birth
certificate. In such circumstances, non-availability of birth certificate (NABC)
must be applied. On this certificate’s basis, the birth certificate is further
issued by the civil authority.

NABC is a document that legally is valid as a
substitute of birth certificate. It states the birth record of the person whose
birth is unregistered.
Where can the
applicant get it?
The applicant can visit the nearby civil authority. A formal
application to apply for non-availability of birth certificate should be dropped to the registrar
there along with requisite fee. The officer will seek the following documents.
They must be enclosed with the application.
- Photocopy of the passport
- School certificate or school leaving certificate that has birth proof
- Aadhar Card/ ID proof (Ration Card/Driving Licence/Voter ID)
- Address proof (Sale Deed/ Property Tax Receipt/ Hospital Letter)
- Affidavit from parents/ relatives
How to apply for
non-availability of birth certificate:
- Visit municipal office in the nearby locality. NRIs can get it from Indian consulate.

- Or, take an application form for NABC. Fill it completely.
- Its format can be varied from state by state. Stay ready with its format because it may be needed.
- The foregone documents should be annexed with the application.
- Get it attested and signed by the competent authority.
- Pay the fee.
- The certificate will be issued within 3 to 6 weeks.
