How to Procure CENOMAR in India


Solemnizing marriage was no less than a bumpy road for Sakshi Manral, the Indian native. She decided to get married with Rafel, the Filipino. But she had to migrate to Philippines afterwards. She was caught up in dilemma because the country where she was going to shift demands bachelorhood certificate. How did she procure it in India, let’s comprehend underneath in her own narration:

The complications which I faced in migration were a nightmare. So, I am providing all the necessary information, documents and procedure which procured me this certificate in India. I have made few different attempts under different headings to simplify the pan procedure.

What I did not know about marriage and visa?
Tying a knot with the spouse of foreign is grouped under ‘The Special Marriage Act, 1954’.

The Special Marriage Act, 1954 States: The bride and the groom must spend 30 days in India. However, most of Indians also are unaware of it. What you have to do afterwards is below:
  • Arrive in India
  • Visit the registrar office of visa within 2 days.
  • Apply for visa. The registrar will sanction only 2 months visa. For extending it further, you have to re-visit the office before the expiry of it. 

Note: Deploying an advocate will save you from hassles and standing in long queues while waiting for your turn.  The importance of CENOMAR makes it a need. So, you can hire him for on pay.
As my husband was a Filipino, he was asked to submit these documents for Certificate of No Marriage:
  • NSO birth certificate
  • NBI clearance certificate from NSO attested by Department of Foreign Affair
  • CENOMAR from NSO attested by Department of Foreign Affair
  • Affidavit from Notary and attested by Department of Foreign Affair
  • Passport
  • School Certificate 
The documents that I as an Indian girl had submitted are:
  • Passport
  • Aadhar Card/Ration Card/Voter Id/PAN card
  • Driving Licence (optional)
  • Senior Secondary Examination certificate
  • Single status certificate 

The procedure after filling the form:
  • After submission, my spouse and I were asked to present 3 witnesses. We had collected all the information about it. Our 3 Indian friends got ready to be witnesses. You will also need them. So, be ready for it.
  • The certificate will not be promptly issued. Following the guidelines in the Act, it waits for 30 days. This it does for eliminating any chance of objection in the marriage.
  • After 30 days, you have to re-visit the office. Witnesses should also accompany you. The registrar will complete the legal formality of signing documents. 

The procedure will not end here. You have to report your marriage at the embassy of Philippines. What documents it will ask for registration, here is the rundown of those:
  • 5 forms (attested by both spouses)
  • Marriage certificate
  • Photocopy of passport (of both spouses)
  • Singlehood certificate and husband’s affidavit for proving bachelorhood
  • 5 passport size photos (coloured)
  • Witnesses ID proof
  • Fee
